Age 79, a son of the late John and Jane Dunne Harkins.
Bernard was a 1933 graduate of Strong Vincent High School earned his B.A. from Findlay College, Findlay, Ohio, and his M.A. from St. Bonaventure University. His first teaching assignment was at Fairview High School. During World War II, he served four years as a chief petty officer in the U.S. Navy. He returned to Erie after the war and taught at Strong Vincent High School and later the former Technical Memorial High School. He also coached high school football, basketball, baseball, track, boxing and wrestling. He then served as principal at Diehl, Irving and Perry elementary schools during a 12-year period. Mr. Harkins was elected for city council for four terms. For 35 years, he was a high school and professional sports referee and and official for football, baseball, basketball, wrestling, softball and volleyball. He was a member of Sacred Heart Catholic Church
He was preceded in death by two brothers, Thomas C. and John P. Harkins; and three sisters, Catherine E. Harkins, Jeanette B. Mraz and Ann T. Biancardi.
He is survived by his wife of 46 years, Rita A. Dill Harkins; two sons, John C. and Patrick J. Harkins, both of Erie; three daughters, Mrs. Ronald (Jane) Matthis and Mrs. Kevin (Ann) Carey, both of Erie, and Nora Harkins of Pittsburgh; two brothers, Edward J. and Leo M. Harkins, both of Erie; one sister, Mrs. John (Emily) Bojarski of Erie; eight grandchildren; and several nieces and nephews.
Burial will be at Calvary Cemetery.
