Ferner, Jr. was born in Rochester, New York, in January 1969, to Charles L. Ferner, Sr. and his wife Antonette. He was their second child and first son. Antonette died in April of 1873 and is buried in Holy Sepulchre Cemetery in Rochester. Charles L. Ferner, Sr. remarried in 1874, to Anna Maria Wirges. Charles L. Jr. lived much of his life with his father and step-mother, working as a pattern-maker and musician.
