Since 1871, about 73 years before Thomas was born, when a revised state constitution took effect following the American Civil War, this city and all the other cities of the Commonwealth of Virginia are and have been incorporated as counties aka. independent cities. Virginia's 38 independent cities are not politically part of a county, even though geographically they may be completely surrounded by one.
