NEUHART, Betty Lou Dickens, died peacefully, May 10, 2008, at her home in Alexandria, Virginia.The daughter of the late Charles C. and Erma Daub Dickens, she was born December 5, 1923 in Bellaire, Ohio, where she lived prior to moving to Alexandria, Virginia 43 years ago.She graduated from Bellaire High School and The College of Wooster, Ohio, which awarded her the highest honor bestowed upon a Wooster Alumni, the Distinguished Alumni Award. At Wooster, she was a member of the Phi Beta Kappa; Phi Alpha Theta; and Sigma Delta Phi Honoraries; May Queen; a campus leader; and named the outstanding Graduating Senior.She was granted a Master of Arts Degree from the Fletcher School of Law and Diplomacy from Tufts University of Medford, Massachusetts, where as a Fellowship student she instructed at Tufts University. Later, she pursued additional advanced studies in the International Field at the Fletcher School; The George Washington University Graduate School of Public Administration; The University of Pittsburgh Graduate School of Public and International Affairs; the U.S. Department of State Foreign Service Institute; The Brookings Institute, Washington, D.C.; and the Federal Executives Institute, Charlottesville, Va.Prior to moving to Virginia, she was an Instructor at Otterbein College, Ohio; and Ohio University Eastern Campus.She retired after 30 years in the Federal Civil Service, advancing to progressively responsible positions from her initial assignment as Chairman of the Foreign Service Orientation Programs at the U.S. Department of State Foreign Service Institute, Washington, D.C., to that of Regional Managing Director; International Trade Administration; and U.S. Department of Commerce, San Francisco, Calif.She was recognized with countless awards by the U.S. Department of State and Commerce, including the Secretary of Commerce?s Silver Medal for Outstanding Management. The General Chamber of Commerce of Taiwan bestowed its Medal of Honor, First Class, she was one of five Americans to ever receive such an award at the time of the bestowment, the award was for her outstanding contributions in promoting Sino American trade and strengthening economic cooperation. Lincoln University, San Francisco, conferred a Doctor of Laws, Honoris Causa, Degree for her work as a public servant and educator and her achievements in U.S. International Relations working in the center of U.S. International Trades Programs. She represented the U.S. Government in various capacities during her extensive official travels throughout the entire world. The City of San Francisco presented her with the key to the city, an original cable car bell and named the date of her retirement, Betty Dickens Neuhart Day.While her children were in grade school in Bellaire, she served as President, Bellaire Child Guidance Society; Chairperson, Whitehouse conference on Education, Bellaire City School District; President, Bellaire Unit of the Wheeling YWCA; Chairperson of the International Relations Committee of the Wheeling Branch of the American Association of University Women; a Red Cross Gray Lady; and a member of the Wooster Alumni Board. A lifelong Episcopalian, a few years ago, she funded a project to develop the history of the Trinity Episcopal Church in Bellaire. She was a lifetime member of the Bellaire High School Alumni Association and received its Civic Achievement Award.In addition to her parents, her sister, Eleanor Dickens, preceded her in death. She is survived by her four children, Mark Dickens Neuhart, Bruce Neuhart, Paige (Stan) Harrell and Brooke Toth Perez; and the ?Apples of her Eye,? her five grandchildren, Sara and Matthew Charles Neuhart, Elizabeth Dickens Harrell, Jonathan Harrell and Thomas Toth.A life well lived, she was endowed with a great sense of humor and loved the sea, her flower garden, books, music, the theater and travel.A devoted daughter, granddaughter, sister, mother and grandmother, a loyal friend, a true patriot, she is loved and will always be missed by all.Pall Bearers are her sons, son-in-law and grandsons. Betty Lou Dickens NeuhartFederal Employee
Betty Lou Dickens Neuhart, 84, a regional managing director for the Department of Commerce's International Trade Administration, died of cardiac arrest May 10 at her home in Alexandria.
Mrs. Neuhart worked for the federal government for 30 years, mostly in the Washington area. She had been chairman of the Foreign Service orientation programs at the State Department before working in her last few years in San Francisco for the ITA. She retired in 1994 and returned to Alexandria.
She was born in Bellaire, Ohio, and graduated from the College of Wooster in Ohio. She received a master's degree in law and diplomacy from Tufts University in 1946 and later pursued advanced study at George Washington University, the State Department's Foreign Service Institute, the Brookings Institution and the Federal Executive Institute.
She moved to Northern Virginia in 1965 after teaching at Otterbein College in Ohio and Ohio University's eastern campus.
Among her awards was the Commerce Department's Silver Medal for management.
Her marriage to Richard Neuhart ended in divorce.
Survivors include four children, retired Navy Capt. Mark Dickens Neuhart of Knoxville, Tenn., and Bruce Neuhart, Paige Harrell and Brooke Toth Perez, all of Alexandria; and five grandchildren.
